According to Apple, this new service generated by its Apple Authorized Service Providers (AASPs) will provide independent repair businesses with genuine parts, repairs manuals, diagnoses, training, and tools for the same price for AASP with no additional charges. For now, this solution will be tried only in the USA with plans to extend it to other countries all over the world.

Speaking about this new service Mr. Jeff Williams, Apple's chief operating officer sais

When a repair is needed, a customer should have confidence the repair is done right. We believe the safest and most reliable repair is one handled by a trained technician using genuine parts that have been properly engineered and rigorously tested.

Apple's conditions 

the only condition to apply for this service according to Apple is  having a certified apple technician who will handle all the fixing.
